ITEM 5.3.
Memorandum
~'~ -\C. To: Mayor and City Council
• From: Thomas D. Zerwas, Chief of Police ~,
~ ~ ~ ~~
Elk River Date: August 31, 1995 ~-
Police Department Subject: CHANGING OFFICE HOURS
Several years ago the police department and city administration
had the same office hours 48-5 p.m.). City administration
changed their office hours to 8-4:30 p.m. however, we elected at
the time to keep our office hours at 8-5 p.m..
We have contacted several cities and have found that a majority
have the same hours unless they are a twenty-four (24) hour
facility.

•
I am recommending that the police department change its office
hours to 8-4:30 p.m. to be consistent with city administration.
It would make it easier for scheduling and would eliminate
overtime because of sick or vacation use.
Another problem we have is that the TAC Officer's hours are 8-
4:30 p.m. so she can be in the office when it opens for records
access; when she leaves at 4:30 p.m., the records department is
not open. Citizens who come to the police department between
4:30 and 5:00 p.m. to get copies of reports find that the records
department is closed. This causes problems and I feel changing
our office hours to the same as city administration would
eliminate some of these problems.
If the city council does not have a problem with these hour
changes, we would like to implement it on September 18, 1995. We
would have a notice placed in the paper notifying our citizens of
the change.
If you have any questions regarding this please give me a call.
13065 Orono Parkway • P.O.
