Memorandum <br />Date: 2/22/10 <br />60 Plato Boulevard East; Suite 140 <br />St. Paul, MN 55107 <br />To: Lori Johnson <br /> 763-786-4570, Fax 763-786-4574 <br />From: John Anderson <br />RE: 193 Avenue Median Restoration <br />Overview <br />rd <br />193 Avenue was constructed in 2009 and some final restoration work will take place in 2010 <br />rd <br />to complete construction. At the time the 193 Avenue Project was bid there was no <br />rd <br />consensus on how the median areas were to be landscaped. The plans for 193 Avenue called <br />for the median areas to be left without landscaping and after the City Council had determined <br />a policy on median landscaping the city would contract separately for the landscape work to <br />restore these areas. With the spring thaw nearing and the 2010 construction season <br />approaching, the discussion on median treatments needs to resume determining how to <br />rd <br />proceed with restoration of the medians on 193 Avenue. The City has acquired ownership <br />rd <br />for all medians along the 193 Avenue corridor outlots A,B,C, and D of The Woods of <br />Hillside Third Addition and Outlot A Woods at Hillside Second Addition. Plats of these <br />outlots are included in the appendix. <br />Background <br />Currently the City has a number of different median treatments in place and overtime some <br />have evolved to their current state from what their original concepts were. The following is a <br />summary of a few median landscaping treatments and their history. <br />Orono Parkway <br /> – This road was constructed in 1994 with a berm in the median <br />covered with turf grass. Subsequently in 2002 the berm was removed and the turf <br />grass was replaced with Native plantings. Most recently manicured perennial <br />plantings end caps were added in 2008. A copy of the approved planting plan is <br />included in the appendix. <br />Twin Lakes Road <br /> – This road was constructed in 2001 with a flat irrigated turf grass <br />median. In 2005 the irrigation was discontinued and in 2009 above ground irrigation <br />piping was removed. In 2008 the City Council discussed median treatment options <br />but did not come to a consensus on what if any modifications they would like to see <br />put in place. Copies of formal planting schemes discussed are included in the <br />appendix. <br />rd <br />193 Avenue <br /> – The median on this roadway begins on the east side of the intersection <br />rd <br />of 193 Avenue and Zane Street. This first median contains a monument sign and <br />includes plantings surrounded by mulch. This treatment is carried through on the <br />rd <br />islands and the eyebrow cul-de-sacs. The rest of the medians along the center of 193 <br />are turf without irrigation. <br />BDM Project No. 226069 <br />
