Memo to Mayor and City Council/CU 01-23 <br />July 16, 2001 <br />Page 3 <br /> <br />Signage <br /> <br />Additional wall signs are proposed over the new entrance and over the drive through window. <br />The sign on the canopy over the new entrance is 3 feet high and 24 feet long and says <br />'Pharmacy". The sign over the drive through window is 4 feet by 16 feet and says "Pharmacy <br />Drive-Thru". The PUD amendment will have to include this additional signage, because the <br />original PUD sign agreement limited signage to what has been installed. The applicant will have <br />to apply for a sign permit for the two signs <br /> <br />Landscaping. <br /> <br />The applicant will be providing a landscape plan. They will be required to provide evergreens to <br />screen the loading area and overstory trees along the Jackson Street entrance. <br /> <br />Planning Commission Meeting <br /> <br />At the June 26th Planning Commission meeting no one spoke at the public hearing. The <br />Planning Commission discussed exterior building materials. They wanted to be sure that the <br />exterior of the addition consisted of the same material as the existing building. The Commission <br />also discussed the location of the exit for the pharmacy drive-through. Staff recommended that <br />the location of the exit be moved so that it was located on the center access drive from Jackson <br />St. The applicant felt that because of the change in grade and the desire to have customers exit <br />out to the front of the store the exit should stay as proposed. The Commission agreed and <br />deleted that condition from their recommendation. <br /> <br />The applicant also asked that the proposed addition be modified slightly from the plans that <br />were included in the packet. The modification was to construct a 20,267 square foot addition <br />instead of the 19,579 square foot addition as originally proposed. The additional 688 square feet <br />would be picked up by squaring off the back of the addition, which would eliminate the <br />indentation in the loading area at back of the addition. This revision was included on the site <br />plan for the easement vacation. The Planning Commission felt that the loading area would be <br />too visible with the squared off corner and did not include the additional 688 square feet in their <br />recommendation. <br /> <br />In order to better screen the loading area, the Commission included a condition that the south <br />wall of the building be extended to the west to screen the loading area from the Jackson St. <br />entrance. <br /> <br />Recommendation <br /> <br />The Planning Commission recommends that the City Council approve of the conditional use <br />permit to amend the Elk Park Center PUD to allow a 19,579 square foot addition to Cub Foods, <br />the drive through window and the two additional signs with the following conditions: <br /> <br />1.
