As you are aware, <br />the Cub Foods store is located in Elk Park Center. The submittal package was prepared by <br />Planmark Architecture and Engineering, and consisted of four sheets: an existing site <br />conditions, site and landscape plan, grading and utility plan, and partial easement vacation. <br />Based on our review and comments received at the staff review meeting, we would offer the <br />following comments: <br /> <br />1. The proposed expansion is directly to the south of the existing store and consists of <br /> 20,267 SF. This expansion will bdng the entire store area to just over 80,000 SF. <br /> <br />There is a slight conflict between sheets 2 and 3 and sheet 4. Sheet 4 is the partial <br />easement vacation, and shows a rectangular building. Sheets 2 and 3, which do not <br />reflect the partial easement vacation, show the building notched in the southwest corner <br />to remain out of the easement. With the proposed partial easement vacation, the <br />remaining easement would still allow 25 feet to the closest point of the sanitary sewer <br />and 30+ feet on the other side. This is public sanitary sewer, which is maintained by the <br />City Sewer Department. We believe that with the partial easement vacation, there would <br />still be remaining sufficient easement to operate and maintain the sanitary sewer. The <br />existing watermain is further away from the partial easement vacation, so that facility <br />should have sufficient easement remaining also. <br /> <br />The only question we have regarding the partial easement vacation is who will prepare <br />the description. Does the proposer want the City to prepare the easement vacation <br />description, or will the proposer prepare it with the City reviewing it? <br /> <br />The proposed building expansion includes a drive-thru pharmacy window on the south <br />side of the building. The entrance to the drive-thru will be off of the entrance road to the <br />Cub Foods store and the Target store to the south. This is a relatively busy entrance <br />road.
