cti~n e ~ jested <br />Requesting that the Council approve the replacement of Detective Dave Hurd wha has announced his <br />retirement effective April 30, 2014. <br />a,ck r®unl iscussian <br />Detective David Hurd has submitted his resignation with the intent to retit•e effective Apra 30, 2010. <br />Dave is currently assigned as a Criminal Detective within our department, He was f~xst a Reserve Ufficer <br />with our department, and after completing his schooling, was hit•ed as a full time officer on October 19, <br />1987. He has been assigned the positions of Patrol officer, Patrol Corporal, Firearms Instructor, S'~iIAT <br />Team Member, Defensive Tactics Instructor, Crisis Negotiator, and finally Criminal Detective. ~Ie will <br />bring Dave bacl~ before the Council far recognition for his years of services as his retirement nears. <br />with this pending retirement, we would life to begin the process of identifying a replacement for the <br />opening as a Criminal Detective. I would life to fill this assignment effective April 5. During the last four <br />weeks here Detective Hurd will close out his current cases, and he will not be assigned any new cases. It <br />would be extremely advantageous to start his replacement at the beginning of April, so the new detective <br />can start to learn from Dave about case assignments, equipment, and specific job details. <br />This will create an opening in patrol. we currently have a Community Service officer, Jesse Smith, who <br />has completed his formal education and training and is eligible to be hired as a full time police officer. He <br />was a reserve officer for us and was hired as a CSC on G-18-OS. City Admizaistratot• Lori Johnson and I <br />have spoken about promoting Smith to the position of Patrol Officer as soon as possible. I-Ie will have to <br />undergo the formal 1 ~-week field training process before he is ready for solo patrol. If we could start him <br />naw, he would be fully trained and on his own around the third weep i.n June. If we wait to promote him <br />until after Apri130, he would not be out on patrol until the end o£ September, Tieing chart a patrol officer <br />any longer than we have to, with the injuries and illnesses we have seen, is a great stress on this <br />department, I would like to asl~ Council's approval to start Smith's training process now promoting him <br />to patrol officer starting March 12.
