Board of Review <br /> <br />Jerry I~itzeck, Sherburne County Assessor indicated that the purpose of the Board of <br />Review is to consider and review 2003 esttrnated market values and property classifications. <br />He explained that there has been a county'wide five percent increase on the price per square <br />foot for homes. There was a 20 % increase in the estimated market value of all agricultural <br />property in the County and a five percent increase in the green acre taxable market value. <br />Mr. I4~ritzeck explained that the lirmted market value increased by 10% last year and 12% this <br />year. He indicated that the limited market value will continue to increase by 15% each year <br />from now on until it is eventually eliminated. At that time the taxable market value will be <br />based on the esmmated market value. <br /> <br /> Mr. I4mtzeck introduced the John Cullen, Chief Deputy Assessor and Deputy Assessors <br />Roger HoLmgren and Greg Olson. Roger Holmgren and Greg Olson each presented <br />· information on the assessment procedures and statistics for the 2003 City of Elk River <br /> assessments. <br /> <br />The Counc/1 then recessed to the Assessor's Office to review concerns from individual <br />property owners. <br /> <br />Powell Development Company - 12852 182nd Avenue NW, Elk River, MN - Parcel <br />Identification Number 75-679-0210 <br /> <br />Mr. Powell noted that the parcel in question is a model home that has been for sale for close <br />to a year. He stated that the parcel has been classified as commercial. Deputy Assessor John <br />Cullen indicated that the parcel is classified as commercial because there is an office in the <br />house that is being used on a regular basis. Mr. Poweil stated that he did not feel this was a <br />fair classification because the office is located only in the garage of the house and will be <br />abandoned when the house sells. He further indicated that there are many model homes <br />with offices that are not being assessed as commercial. Assessor ICritzeck indicated that all <br />models are classified as commercial if there is an active office when the Assessor visits the <br />home on January 1st of each year. He further indicated that the Department of Revenue has <br />indicated that model homes that are used for offices are considered a commercial use. <br /> <br />The Council discussed the issue and concluded that because of the law regulating this <br />classification the request to change the classification from commercial to residential would <br />have to be denied. <br /> <br />Councilmember Motto indicated that he would abstain from voting on this issue, as Mr. <br />Powetl is one of his clients. <br /> <br />COUNCILMEMBER TVEITE MOVED TO DENY THE REQUEST TO <br />RECLASSIFY PARCEL 75-679-0210 TO RESIDENTIAL. COUNCILMEMBER <br />DIETZ SECONDED THE MOTION. THE MOTION CARRIED 4-0-1. <br />COUNCILMEMBER MOTIN ABSTAINED. <br /> <br />Joseph and Yvonne Kirkeide - 12354 Riverwood Drive - Parcel Identification # 75- <br /> <br />474-0330 - Deputy Assessor Greg Olson indicated that the property owners were not <br />present but had submitted their complaint by fax.
