future. Commissioner Gagliardi added that the landfill and RRT are not completely independent of
each other but they are not completely dependant either. They have 180,000 tons of waste
coming from Sherburne and Anoka Counties, but it won't be cost effective for them to continue if
the landfill closes. If expenses increase, RRT cannot sustain itself.
Environmental Administrator Haug questioned whether a work session meeting with the City
Council might be in order. She will check whether the January (11t") agenda will have an opening.
Another question was whether the mission statement of Energy City is still viable was asked.
Discussion followed regarding operation of the methane to energy plant at the landfill.
4. Project Conserve Update
The next meetings will be held on January 28t" and 30t" at City Hall. Environmental Administrator
Haug and Chair Zehringer have figured out more on the water and electrical usage for the
participants. Some have decreased and some have increased. The information is encouraging.
They are working now on the winter heating season. Another article has been placed in the Star
News.
5. 2010 Energy Expo Update
The date has been set for February 27, 2010 from 11 - 3 at the Elk River High School. Will Steger
(keynote) speaking at 11 a.m. in Zabee Theater for 1 '/ hours (including a question and answer
period). Unfortunately, it's not looking good on the financial side. There are no sponsors (other
than the City) and few exhibitors at this point. Budget wise, there is a shortage of at least $5,000
(after slashing approximately $15,000 from the budget). There will be no freebies and no grand
prizes.
Subcommittee members will assist with making calls to prospective exhibitors from the list put
together by Staff. The script and mailing list will be sent out as soon as possible. Sponsors are
sorely needed. Donations will also be accepted. The Expo may have to be cancelled if enough
exhibitors and s~onsors are not found in time. The deadline for making the decision has been set
for January 22" .
Chair Zehringer stated that while $15,000 was slashed from the budget, he'd like to put some
things back into the budget if funds could be raised above the necessary $5,000. Commissioner
Rohlf commented on the difficulty to conduct ongoing events.
If the Expo goes forward, several of the details that have been determined are that:
• Early Childhood Family Education (ECFE) will be working with young children on make and
take activities as well as other entertainment (perhaps a story telling "corner"),
• Elk River Landfill will have a "Luscious Landfill" (edible) make and take demonstration,
• Spectrum High School will have a booth and possibly demonstrate wind turbines,
• A tax preparer will be on hand to discuss the energy credits available, and
• Home Depot will demonstrate how to install programmable thermostats.
If the Expo gets cancelled, the City may be out $6 - 7,000 from non-refundable deposits, etc.
A comment was made that this year is more difficult, but it's not that people are not interested as
much as situations that are out of anyone's control being a factor.
2
