5. As part of the licensing requirement, all haulers serving <br />multiple dwelling properties must offer recycling service of <br />metal cans, newspaper, clear glass and plastics. The hauler will <br />be responsible to provide adequate containers as judged by the <br />City of Elk River to store each recycled material. The hauler <br />may contract these services out. <br /> <br />~02.10 BEFUSE COLLECTION SCHEDULE <br />The contractor shall collect refuse in that portion of the City <br />described in the contract at least once a week. Exceptions to <br />weekly collection may be established upon the advice and <br />recommendation o~ the Recycling and Solid Waste Administrator. No <br />refuse collection shall take place before 6:00 a.m. or after 7:00 <br />p.m. of any day. <br /> <br />602.12 RATES AND CF~ARGES <br />1. The owner or occupant of any premises served by a refuse <br />collection contractor within the City shall pay to the City a <br />service charge assessed in accordance with rates set forth by <br />resolution of the Council. <br />2. ~. The service charge for each premises shall be made <br />by the City to the owner on a periodic basis. The fee owner of <br />each Premises will be responsible for all billings. <br /> 3. ~. Service charges shall be payable-at the same time <br /> as bills for water service and subject to the same conditions of <br /> payment. If any charge is unpaid on September 1 of any year, the <br /> Council shall levy an assessment against the property equal to <br /> the unpaid charges as of that date plus interest at a rate set by <br /> the Council from that date and a penalty not to exceed ten <br /> percent (10%). The Clerk shall certify the assessment to the <br /> County Auditor for collection in the same manner as assessments <br /> for local improvements. <br /> 4. Fund. All service charges shall be deposited in a separate <br /> account in the general fund. <br /> <br />~02.12 - APPEAL BOARD <br />The City Council of the City of Elk River may establish an appeal <br />board to consider appeals from the strict application of this <br />Ordinance.
