MEETING OF THE ELK RIVER PLANNING COMMISSION <br />HELD AT ELK RIVER CITY HALL <br />TUESDAY, NOVEMBER 10, 2009 <br />Members Present: Chair Scott, Commissioners Anderson, Bell, Ives, Johnson, Lemke and <br />Westberg <br />Members Absent: None <br />Staff Present: Jeremy Barnhart, Planning Manger; Chris Leeseberg, Planner/Park Planner; <br />Debbie Huebner, Recording Secretary <br />Call Meeting To Order <br />Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission <br />was called to order at 7:16 p.m. by Chair Scott. <br />2. Consider November 10, 2009 Planning Commission Agenda <br />MOVED BY COMMISSIONER IVES AND SECONDED BY COMMISSIONER <br />LEMKE TO APPROVE THE NOVEMBER 10, 2009 PLANNING COMMISSION <br />AGENDA WITH THE FOLLOWING ADDITION: <br />6.1. CALL SPECIAL MEETING FOR NOVEMBER 30, 2009 -FAST STUDY <br />MOTION CARRIED 7-0. <br />3. Consider 10/13/09 Planning Commission Minutes <br />MOVED BY COMMISSIONER IVES AND SECONDED BY COMMISSIONER <br />WESTBERG TO APPROVE THE OCTOBER 13, 2009 MINUTES. MOTION <br />CARRIED 7-0. <br />4. Planning Commission Representative to Attend Cit~Council Meeting <br />Commissioner Bell will attend the November 16, 2009 City Council meeting. <br />5.1. Request by Laura Osman to Amend Existing Interim Use Permit for Commercial Kennel, <br />10616 175 Avenue Public Hearing -Case No. CU 09-23 <br />The staff report was presented by Chris Leeseberg. The applicant seeks to amend their <br />interim use permit in order to allow boarding of up to fifteen animals at one time. Mr. <br />Leeseberg reviewed details associated with the request regarding shelter structures, fencing, <br />exercising the dogs, parking, and measures to prevent excessive barking. Staff recommends <br />approval of the request with the 18 conditions listed in the staff report. <br />Chair Scott opened the public hearing. There being no public comments, Chair Scott closed <br />the public hearing. <br />
