Notes:
1. Percentage of contribution was determined by the population of each
County within five miles on either side of the BNSF Railway unless
bounded by the Mississippi River.

As a part of preliminary engineering, the NCDA's technical consultants are
preparing new cost estimates that reflect the additional engineering that has
been performed over the last year.

At a joint meeting on May 17, the Executive Committee/Capital Budget
Committee considered a motion to recommend to the contributing members that
they increase their commitment to cover 10% of the capital cost estimate, not to
exceed $30 million. The motion was progressed to the NCDA without Executive
Committee action.

At the June 7 NCDA meeting, the preliminary engineering cost estimates will be
presented and the NCDA will consider a recommendation to the contributing
members (Anoka, Hennepin Sherburne and Benton Counties) that their
contributions be revised to total 10% of the new capital cost amount.

Action Requested:

Recommendation to Sherburne and Benton Counties and
Anoka and Hennepin County Regional Railroad
Authorities.
