Draft Status Report on the Northstar Commuter Rail Project. June 7, 2001 <br /> <br />On September 28,1999, the NCDA team presented to <br />BNSF the Northstar's Commuter Rail Guiding <br />Principles. This document is intended to have the <br />negotiating parameters from the public perspective. <br />Northstar's principles set forth its expectations for <br />service, allocation of cost and liability, capital <br />investments and roles and responsibilities. <br /> <br />(b) <br /> <br />Result: BNSF and NCDA representatives generally <br />agreed to the principles, recognizing that the real <br />negotiations will occur in the translation of the <br />principles into contract terms and conditions. <br /> <br />Identification of Necessary Capacity Improvements for <br />Northstar Commuter Rail Project <br />All reports and correspondence referenced in Vll.C are <br />included in Appendix G. <br /> <br />BNSF Capacity Modeling Services. <br />(a) Background <br />On June 5, 1998, the NCDA entered into an agreement with <br />BNSF to complete a rail capacity study as part of an <br />assessment of the feasibility of the commuter rail service <br />between St. Cloud and Minneapolis. As part of the analysis, <br />BNSF simulated current (1998), projected 2003, and <br />projected 2020 freight traffic and then added the proposed <br />commuter rail service to the system. The analysis resulted <br />in a list of capacity improvements necessary to maintain <br />base levels of freight service while accommodating the <br />proposed commuter service. <br /> <br />(b) Results <br />BNSF concluded that addition of commuter rail service to <br />the BNSF line is feasible for both the 2003 and 2020 <br />Freight/Amtrak cases subject to the implementation of the <br />BNSF developed list of fourteen capacity improvements. <br />The "Capacity Analysis for the Northstar Corridor Commuter <br />Rail Study", March 31, 1999, is included as reference. <br /> <br />Mainline Management Modeling Services <br />(a) Background <br />A thorough review of the BNSF capacity analysis was <br /> <br />Northstar Corridor Development Authority 30 <br /> <br /> <br />
