This step identifies the commuter rail route, <br />station locations, maintenance and layover facility locations, feeder <br />bus operations, and connection to the Hiawatha Light Rail Transit <br />line. The NCDA recommended a preferred alternative to the <br />Minnesota DOT commissioner on May 3, 2001. (See Resolution <br />2001-04 in Appendix C.) <br /> <br />D. Final ElS and Next Steps <br />The FEIS evaluates the Preferred Alternative, using the No-Build <br />Alternative as a baseline for comparison. The impact evaluation <br />and mitigation measures presented in the FEIS reflect the identified <br />commuter rail system changes documented in the previous section. <br />The changes have taken place in response to public and agency <br />comments, newly available engineering information, financial <br />constraints of the system and efforts to avoid and minimize <br />potentially adverse impacts to the greatest extent possible. <br /> <br />The FEIS was prepared concurrently with preliminary engineering. <br />Preliminary engineering advances the level of design detail to <br />incorporate committed mitigation measures into the project design <br />and to more closely estimate project costs. The FEIS documents <br />and responds to comments received on the DEIS and the <br />Supplemental Environmental document. <br /> <br />The FEIS will be submitted to FTA on June 7, 2001. Following <br />FTA's review, there will be a 30 day review and comment period <br />(anticipated to be August 1-September 5, 2001.)
