Evaluation Criteria <br />The goals of the Northstar Corridor project were used to define the <br />following criteria for evaluation of the project alternatives. <br /> <br />· Transit system usage <br />· Roadway system operations <br />· Safety <br />· Proximity impacts (displacements, parks, wetlands, floodplains, <br /> historic properties) <br />· Air quality <br />· Energy <br />· Noise <br />· Environmental justice <br />· Land Use <br />· Development form <br />· Economic development <br />· Cost <br />· Cost effectiveness <br /> <br />F. Evaluation <br />The results of the evaluation process are summarized below. <br /> <br />Relative to the No-Build Alternative: <br /> <br />Alt. 2 Transportation System Management <br />· Increases 2020 transit ridership by 4,900 trips per day <br />· Insignificant change in roadway system operations and safety <br />· No significant environmental effects <br />· Promotes environmental justice by providing reverse commute <br />· No significant influence on land use development <br />· Capital cost approximately $43 million + $6 million for right-of- <br /> way (19995) <br /> <br />Alt. 3 Commuter Rail and Feeder Bus <br />· Increases 2020 transit ridership by 10,000 trips per day <br />· Small decrease in vehicle miles of travel <br />· Reduction in regional air pollutant emissions and energy <br /> <br />Northstar Corridor Development Authority 7 <br /> <br /> <br />
