, ~-~-raft Status Report on the Northstar Commuter Rail Project. June 7, 2001 INTRODUCTION Introduction At its meeting on February 1, 2001, the Northstar Corridor Development Authority CNCDA") adopted Resolution 2001-01 transferring to the Minnesota Department of Transportation CMn/DOT") the responsibility for the development of the Northstar Corridor Commuter Rail Project. This resolution was adopted in response to direction from Mn/DOT, set forth in a letter dated January 5, 2001. The purpose of this document is to provide a detailed report on the status of all elements of the project, as of the date of assignment to Mn/DOT. As set forth in the resolution, the NCDA contemplated that the transition would be complete as of June 1, 2001. In order to accomplish a smooth and orderly transition to Mn/DOT, the NCDA adopted a phased approach. On April 5, 2001, the NCDA adopted Resolution 2001-2 assigning all contracts and management responsibilities relating to the Burlington Northern Santa Fe Railway Company CBNSF") negotiations to be effective immediately. The second phase of the transition was approved by the NCDA on May 3, 2001, as set forth in Resolution 2001-05, assigning contracts relating to preliminary engineering and other technical services, as well as public information services, effective June 1, 2001. In addition, the NCDA terminated its contracts for project management services effective June 1, 2001. Finally, the NCDA terminated its Agreement for the Coordination of Commuter Rail, Resolution 2001-06. (See Appendix A for Mn/DOT correspondence and NCDA Resolutions relating to the transition). This report will describe each of the major elements of the Northstar Corridor Commuter Rail project development process undertaken by the NCDA, summarizing key products, activities and results.
