There are a couple of reasons for this request. First, as Council Member <br />Dietz reported at the last Utility Commission update, the Elk River Municipal Utilities are very <br />close to closing on a piece of property located just north of 175th Avenue as the location for <br />their new water tower. Water system modeling has shown that fire flows will be enhanced at the <br />south end of the East Elk River Improvement project if the new water tower is connected to <br />watermain along 175th Avenue heading over toward Tyler Street. The second reason I am <br />requesting this decision to be reconsidered is the activity staff has seen on the Mitchell property. <br />As you are aware, there have been discussions about the School District acquiring 40 acres of <br />the Mitchell property for a new elementary school. Also, in the past few weeks we have had <br />calls from two potential developers interested in the Mitchell property. It seems highly likely that <br />the Mitchell property will develop before the 2007 time frame provided for in the City's <br />comprehensive plan. <br /> <br />Also, it appears more and more likely that the construction of CSAH 12 will not leave adequate <br />time for the 175th Avenue to begin in 2001. Therefore, the best scenario would be to begin the <br />project in the spdng of 2002 and complete it in the spring of 2003.
