Green Company <br />Project No. 814130J <br /> <br /> Feasibility Study <br />Bituminous Street Improvements <br />On 221st Avenue <br /> Elk River, Minnesota <br /> <br />The street can be paved while maintaining local traffic, so there will be limited disruption during <br />construction. Paved driveway aprons will be placed to minimize any grade changes where <br />driveways meet the street. No changes to the existing ditches or drainage patterns are proposed. <br /> <br />EASEMENTS AND PERMITS <br /> <br />The right-of-way width for this street is 66 feet and is adequate for these improvements. No work is <br />proposed outside of the right-of-way. <br /> <br />No permits from any local or state agencies will be required for this project. <br /> <br />NECESSITY AND COST-EFFECTIVENESS <br /> <br />The street being reviewed in this report is currently a gravel road. The project is necessary to <br />provide the residents of this area with a safe and adequate public transportation system. The <br />project will minimize maintenance cost, provide dust control measures, provide a cleaner <br />neighborhood appearance, reduce traffic noise, decrease wear and tear on vehicles, and increase <br />traffic safety. The project is cost-effective, as it utilizes the existing gravel base and minimizes <br />disruption to the right-of-way and adjacent properties. <br /> <br />ESTIMATED PROJECT COST <br /> <br />The estimated construction and project cost for the proposed improvements is provided below in <br />Table 1. <br /> <br />The project cost includes both construction and overhead costs. In accordance with the City's <br />assessment manual, the overhead costs are estimated as 28% of the total construction cost. The <br />overhead cost includes city administration, engineering design, construction staking and inspection, <br />and fiscal and legal costs.
