Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: 221 ST AVENUE IMPROVEMENTS <br /> <br />Dear Council Members: <br /> <br />Attached is a copy of the feasibility study for the paving of 221st Avenue from CSAH I to <br />the railroad trail. This project was initiated by action of the City Council in light of the <br />development of Ridges of Rice Lake along the north side of 221st Avenue. The <br />feasibility deals with the paving of an existing gravel roadway. The improvement is <br />proposed to be funded through two sources - first, a major contribution from the <br />developer of Ridges of Rice Lake, and second, assessments to the abutting property <br />owners along 221st Avenue. The assessment manual gives the City flexibility in <br />assessing these types of projects. Given the large size of most parcels along 221st <br />Avenue, it is proposed to assess them on an equivalent unit basis. The feasibility <br />proposes 100% of the cost to be paid by the developer of Ridges of Rice Lake and <br />assessment to the abutting property. <br /> <br />Attached for the City Council's consideration is a resolution receiving the feasibility study <br />and ordering the public hearing for July 9th, 2001. <br /> <br />If you have any questions regarding this project, I will be in attendance at your June 4, <br />2001, City Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
