REQUEST FOR ACTION
To Item Number
Ci Council 7.5.
Agenda Section Meeting Date Prepared by
Administration December 21, 2009 Rebecca Haug, Environmental
Administrator
Item Description Reviewed by
Approve Use of Landfill Abatement Funds for the Elk River Lori ohnson, Ci Administrator
School District and the Elk River Activity Centex Reviewed by
Action Requested
Approve use of Landfill Abatement Funds for the Outdoor Nature Classroom and Playground located at
Handke Center and for recycled material flooring at the Elk River Activity Center.
Background/Discussion
Staff has been contacted by the Kathryn Simonson, Manager for Early Childhood Family Education
(ECFE) with the Elk River School District in regards to constructing an Outdoor Nature Classroom and
Playground at the Handke Center. I have attached a detailed description of the proposal. At first, staff
was not recommending to fund the Messy Materials section because wood fiber mulch was being
proposed rather than a recycled material. Staff and Ms. Simonson spoke about this and she has contacted
a few vendors that make recycled rubber mulch and was given quotes which are less than the wood fiber
mulch. These quotes are attached.
With the information that has been provided, Landfill Abatement funds qualify to be used to cover the
costs for the fencing, recycled rubber mulch for the Messy Materials area and the Climbing Structure. The
Elk River School District is requesting approximately $11,000.
The Activity Center is interested in putting in recycled material flooring in the coffee shop and workout
area. Quotes have been gathered for these locations and have also been attached. The request is for
approximately $7,500. This request also qualifies for Landfill Abatement Funds.
Financial Impact
• Approximately $18,500 out of Landfill Abatement Funds
Attachments
• Abatement Grant Proposal for Outdoor Nature Classroom and Playground from the Elk River
School District Early Childhood Family Education Program
• Quote for Rubber Mulch
• Staff report from Sue Kostanshek, Director of the Elk River Activity Center
S:\Council\Rebecca\Abatement funds for School and Activity Center 12 21 09.doc
