Adopt ordinance amending Section 78-189, Service Availability Charge. <br />2. Adopt resolution for summary publication of the ordinance. <br />Background/Discussion <br />Earlier this year it was noted that that Service Availability Charge was in need of updating. While the <br />format of the schedule was generally consistent with the Metropolitan Council schedule, there were <br />inconsistencies in how the units were applied. For example, the Metropolitan Council schedule bases <br />units on the number of bays; a fixed number. The City schedule based it on the number of employees; a <br />fluid number. <br />Additionally, a potential restaurateur expressed dissatisfaction over the apparent high service availability <br />charge for a sit down restaurant compared to a "to go" or fast food restaurant. Understanding the <br />Council's desire to attract sit down restaurants, staff is recommending lowering the unit charge for all <br />restaurants to the standard fast food rate of one per 22 seats. <br />While sit down restaurants use more water for dish washing, etc, staff believes the amount of loss in <br />service availability revenues (a one time fee collected at the time of building permit) is not significant and <br />the goodwill generated will offset the financial reduction. <br />The remaining changes were primarily clarifications to align more with the Metropolitan Council's <br />schedule. <br />Attachments <br />^ Ordinance Amending Section 78-189 <br />^ Resolution for Summary Publication <br />Action Motion by Second by Vote <br />Follow Up <br />S:\Ordinances\SAC Memo.doc <br />
