A 2 to 1 ratio is required for the replacement of these <br />wetlands. S & Z Investments is proposing to replace the filled wetlands with 15,000 <br />square feet of buffer area adjacent to wetlands in the plat and creating three areas of Type <br />2 wetland, also within the plat, of the following sizes: 6,229 square feet, 4,233 square feet <br />and 6,229 square feet. The three created wetlands total 19,648 square feet in size. <br /> <br />The attached map shows the wetland areas that are proposed to be filled and the <br />replacement wetland areas. Although their locations and sizes have been review and <br />agree to, the attached map does not show the buffer areas proposed to be used as public <br />value credit. <br /> <br />FINDINGS <br /> <br />Eco Systems Engineering prepared a Wetland Delineation Report for the property, dated <br />10/22/96 and the wetlands were re-staked by Eagle Soil Services, Inc. on April 27, 2000. <br /> <br />The Technical Evaluation Panel reviewed this issue on February 22, 2001. <br /> <br />Combined notification of the proposed filling and replacement plan was mailed out to the <br />appropriate governmental agencies on March 16, 2001. <br /> <br />The comment period ended April 15,2001. No negative comments were received by the <br />city on the proposed wetland plan from the mailed notice. However, staff did receive <br />comments from Yvonne and Tom Randall regarding the effects the proposed project will <br />have on wetlands in the area.
