City Council Minutes Page 2 <br />March 26, 200] <br /> <br />6.1. <br /> <br />Following the presentation it was noted that the next presentation would focus on <br />operating projections and would be held on April 23, 2001. <br /> <br />Request by Finn Daniels Architects for a Conditional Use Permit for Auto-Related <br /> <br />Use and Amendment to Elk River Retail Center 2nd Addition PUD to Allow Si,qna,qe <br /> <br />for Site fPrecision Tune Auto Care) - Case No. CU 01-10 <br /> <br />Scott Harlicker stated that Finn Daniels Architects are requesting a conditional use <br />permit for a motor vehicle specialty service station and additional lease space, <br />and an amendment to the conditional use permit for Elk River Retail Center PUD <br />to allow a freestanding sign. The location of the request is Lot 2, Block 1, Elk River <br />Retail Center 2nd Addition. Scott noted that the Council tabled this item at the <br />March 19th meeting. At that meeting the Council requested additional <br />information regarding wall signs, the color and material of the exterior of the <br />building as well as the location of the freestanding sign. <br /> <br />Dan ?? of Finn Architects provided the Council with colored drawings of the <br />proposed building and of material samples of the exterior of the building. Mr. ?? <br />noted that since the March 19 Council Meeting, the site plan has been revised to <br />reflect a different sign location. He noted that the colors of the building have <br />been changed to beige tones. <br /> <br />Council discussion pursued regarding the need for four large garage door in the <br />back of the building. It was concluded that the two middle walls in the back of <br />the building would be built with "knock-out" walls allowing for future garage <br />doors if required. <br /> <br />COUNCILMEMBER MOTIN MOVED TO APPROVE THE CONDITIONAL USE PERMIT FOR <br />FINN DANIELS ARCHITECTS (PRECISION TUNE) AND AN AMENDMENT TO THE <br />CONDITIONAL USE PERMIT FOR ELK RIVER RETAIL CENTER PUD TO ALLOW A <br />FREESTANDING SIGN WITH THE FOLLOWING CONDITIONS: <br /> <br />IF THE APPLICANT DESIRES TO LOCATED THE MONUMENT SIGN AS PROPOSED, <br />THEY WILL HAVE TO PROVIDE WRITTEN AUTHORIZATION FROM ANOKA <br />ELECTRIC AND THE MUNICIPAL UTILITIES REGARDING THE LOCATION OF THE <br />FREESTANDING SIGN. <br /> <br />WALL SIGNS, EXCLUDING THE PRECISION TUNE SIGN, SHALL BE IN <br />CONFORMANCE WITH THE ELK RIVER RETAIL CENTER PUD AND THE CITY OF <br />ELK RIVER SIGN ORDINANCE. <br /> <br />3. ALL TRASH WILL BE STORED INSIDE THE BUILDING. <br /> <br />NO OUTSIDE STORAGE OF AUTO PARTS, CARS UNDER REPAIR, PALLETS OR <br />OTHER PACKAGING MATERIAL, OR GOODS IS ALLOWED. <br /> <br />o <br /> <br />THE LANDSCAPE PLAN WILL BE REVISED TO COMPLY WITH THE LANDSCAPE <br />ORDINANCE, AND IF THE TOTAL NUMBER OF TREES REQUIRED CANNOT BE <br />ACCOMMODATED ON SITE, AN ALTERNATIVE WILL BE WORKED OUT WITH THE <br />CITY. <br /> <br />6. THE AREA OF THE LEASE SPACE SHALL BE REDUCED TO 7,400 SQUARE FEET. <br /> <br /> <br />
