City <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />Mayor and City Council <br /> <br />Michele McPherso~/~rector of Planning <br /> <br />DATE: May 16, 2001 <br /> <br />SUBJECT: Consider Memorandum of Understanding with Minnesota <br /> Department of Transportation <br /> <br />Attachment <br /> <br />· Memorandum of Understanding <br /> <br />Background <br /> <br />Staff has been working with MN/DOT in reviewing the final drawings of the Minnesota <br />Department of Transportation multi-modal site which is slated to be constructed in summer <br />of 2001 at the Northstar Corridor Depot site. The multi-modal site will be utilized for the <br />next two years to provide bus service from the City of Elk River. This multi-modal site is <br />the preliminary phase of the Northstar Corridor Depot. <br /> <br />Upon reviewing the plans there were a number of issues that staff had of concern regarding <br />construction through the median, access to the primary entry drive into the multi-modal <br />facility for the adjacent commercial development, landscaping, and use of the easement <br />which will be considered by the Council as a later agenda item. In order to outline the <br />commitments and responsibilities of both the City and the Minnesota Department of <br />Transportation, a Memorandum of Understanding was developed which outlines the <br />expectations of both parties. <br /> <br />Recommendation <br /> <br />Staff is comfortable that the Memorandum of Understanding clearly outlines the <br />expectations that the City has of MN/DOT and that MN/DOT has of the City. We believe <br />that the Memorandum of Understanding will alleviate any conflicts, which may arise during <br />the construction of the multi-modal facility. Staff recommends that the City Council accept <br />the Memorandum of Understanding and direct both the Mayor and the City Engineer to <br />execute the Memorandum of Understanding. <br /> <br />S:kPLANNING\MICHMC\MEMOS\MNDOTmemorandum.doc <br /> <br /> <br />
