I believe this is <br />primarily due ro two factors. One is trying to maintain access to the businesses south. on <br />Dodge during the construction activities, and the second factor is a condensed construction <br />period late in the fall. <br />Forest Lake Contracting was the contractor who built School Street and Jackson Avenue. <br />They have successfully completed many projects in the past. We would therefore be <br />prepared to recommend award to them as the lowest responsible bidder.
