Box 490 <br />Elk River, MN 55330 <br />RE: ELK PARK CENTER THIRD ADDITION <br />Dear Mr. Ach: <br />As requested, I have reviewed the proposed replat entitled Elk Park Center Third Addition. <br />CIVIL ENGINEERING Based on my review, I would offer the following comments. <br />ENVIRONMENTAL <br />MUNICIPAL 1. This is a replat of the most northerly end of the Elk Park Center development. <br />""wc Originally, this was divided into three lots. It is now proposed to be replatted into <br />SOLID WASTE two larger lots.. <br />STRUCTURAL <br />SURVEYING 2. Originally, the road to serve this area was in the middle of what is now Lot 2. It <br />TRAFFIC is now proposed to be moved to the east edge of Lot 2. This is a much better <br />TRANSPORTATION location from a transportation standpoint because it moves it further away from the <br /> Jackson Avenue intersection, and it also moves it further away from the access to <br />ELECTRICAL/MECHANICAL <br />ENCINEERINC: the Target lot to the south. However, services were stubbed out in the location <br />FIVAC originally planned; therefore, services will have to be re-established in the location <br />POWER DISTRIBUTION at the east end of the lot. This will require the cutting into Freeport Avenue to <br />scADA connect into manhole 16 and also to tap the water service. <br />SYSTEM CONTROLS <br />3. Depending on what type of business goes into the most northerly lot, Lot 1 of this <br />proposed replat, it may be advisable to loop the watermain through this area and <br />back to Freeport. Potentially, a building in this location would require a 6-inch <br />water service for sprinkling, but have a low domestic demand. This would cause <br />stagnant water and possibly complaints about discoloration and taste. By looping <br />the water, we should eliminate complaints and also provide a redundant service for <br />sprinkling or fire fighting. The exact location of the watermain loop could be <br />considered at the time of site plan review. However, easements will be needed for <br />oFFicES iN: purposes of this extension since it will be a public improvement. In fact, it would <br />~IINNEAPOLIS probably be possible to loop it back to its original intended location, which is in the <br />PRIOR LAKE center of Lot 2. <br />ST. PAUL <br />WASECA <br />
