Enhancement of this landscape buffer area <br />should occur along with the first phase of the Planned <br />Unit Development. In addition, storm water drainage <br />pond on the extreme south end of the project will also <br />have to be included with the first phase. <br />5. A letter from the United Power Association must be <br />submitted, stating UPA's authorization to use their utility <br />easement for parking and landscaping purposes. Also if a <br />sign is proposed within this easement, this should also be <br />included and approved by UPA. <br />C. Parking & Circulation <br />1. More detail describing what improvements will be made <br />part of phase one for the parking area between the <br />.. restaurant and future auto/retail site will need to be <br />provided. It may be appropriate at this time to utilize a <br />bituminous curb along those areas where a future drive <br />isle will be extended, and complete with curb and gutter <br />those portions of parking islands within the parking lot <br />that will not change in the future. <br />2. Vehicles utilizing parking stalls #25 and #18 have the <br />potential of conflicting with each other. It is <br />recommended that one or both of these stalls be <br />eliminated. <br />D. Landscaping <br />1. The berm along Dodge Street should be increased in <br /> height. The development plans presented to the Planning <br /> Commission and City Council for the Planned Unit <br /> Development illustrated a higher berm than is proposed. <br />2. The number of conifers along Dodge Street should be <br /> increased by three or four, to maximize the amount of <br /> buffering between the. restaurant and residential area to <br /> the east. <br />3. The number of over-story trees proposed is less than the <br /> City's standard landscaping requirements. However, this <br /> deficit in quantity can be offset by increasing the size of <br /> the trees, to meet the City's requirements. <br />4. Underground irrigation shall be provided throughout all <br /> landscaped areas. <br />5.
