would go down for Elk River in 1996 but the new data now shows a slight increase for <br />1996 ($6,086.00). Also attached for your review is the LGA summary information for all <br />of the cities in Minnesota. By looking at comparable cities from a population standpoint <br />and from a metro or nonmetro standpoint, the City Council can get an understanding of <br />how Elk River's LGA amount compares to other communities. I would not classify Elk <br />River as a `winner" when it comes to LGA funding. The low amount of LGA fiindmg <br />compounds our budget problems and we actually get less LGA now than we did a few <br />years ago. The LGA formula has changed over time and a few years ago LGA funding <br />used to increase as your population increased. This growth factor was based on the idea <br />that as your population grew, so did the needs of the community. <br />Also attached is some data comparing actual General Fund expenditures for 1987 and <br />1994. Some of the expenditures trends for City activities maybe of interest to the Council <br />and statistics reflect Council priorities for those years. <br />• <br /> <br />C7 <br />
