The program was initially suggested by the City <br />Council and City Clerk Sandy Thackeray did the background work on the <br />proposal and program. <br />At a recent staff meeting, the department heads were updated on the City <br />Council action on this program. The department heads then discussed the <br />volunteers that were going to be invited to the appreciation program. I and <br />other staff members felt that a minor payment to volunteers should not <br />• prohibit them from participating in the program. Please see the attached <br />memo from Bill Rubin regarding the non-elected members on the EDA being <br />included in this volunteer program. I support Bill's position and believe that <br />the City Council should reconsider including the EDA in the volunteer <br />program. Likewise, but not identical to the EDA, I believe that the Council <br />should also reconsider the Utilities Commission as participants in the <br />volunteer appreciation program. <br />For background information on what has transpired regarding this <br />appreciation program, please see the attached material from the City Clerk. <br />~J <br />13065 Orono Parkway • P.O.
