~~r ~~J
( ITEM 7.5.
( ~`
ity of ~~ MEMORANDUM
River TO: Mayor & City Council
lk •
FROM: Phil Hals, Street/Park Supt.
DATE: July 31, 1995
SUBJECT: Woodland Trails Park Paving
The road, parking lot, and trail construction at Woodland Trails Park is
moving forward nicely. In about a week, all of the Class 5 base will be in
place and it will be ready to pave. My original plan was for my staff to do the
bituminous paving as part of our grant match, but I have several concerns.
1. Our grading and CL-5 installation will equal approximately $30,000 of
our $50,000 match.
2. Our paver, being rubber tired, will not work well on the hills on a CL-5
base, so we would need to rent a truck type paver for $3,000 per week
for two weeks or $6,000.
• 3. If we are paying that much for a paver we should rent three trucks to
haul, in addition to our three trucks, to keep the paver busy. This
would cost $9,600. I did not calculate a cost for operating our paver,
rollers, and three trucks.
4. A paving crew consists of five members plus three drivers which leaves
myself and one other person to do the mowing and all of the other
tasks for the two week period.
In my opinion, it would be wise to hire a contractor to do the paving for an
estimated cost of $19,500 which, with some incidentals, would cover the
remaining amount for the grant match and would free up my staff to do
normal maintenance work as well as our street patches and some playground
improvements.
The money could come from the park dedication fund.
•
13065 Orono Parkway • P.O.
