Page 6 <br />corrections will take numerous follow-ups and possible court <br />action to get resolved. <br />• <br />Once all of the apartment buildings have had their initial <br />inspections and licensing, the next round of licensing should <br />become easier. Staff asks if it is the council's intent that this <br />program then starts to license and inspect rental single-family <br />dwellings and duplexes. If so, staff would not anticipate getting <br />to these units until the second year of the program. <br />Section 1007.06 (4) (A), found on page 7 of the attached <br />ordinance, calls for notification by the city before a license is <br />required. We worded this section as such so we could start the <br />program with apartments, which affects the most people, and <br />add rental single-family dwellings and duplexes at a later date <br />without doing an ordinance amendment. The way it would work <br />is notification would be given only to apartments initially. <br />Notification would then be given to rental single-family <br />dwellings and duplexes when we were ready to inspect them. <br />10. Blank Sections <br />The council will note that Section 1007.22 C, found on page 21 <br />and Section 1007.26, foup.d on page 24, have been left blank. <br />These sections will be written by the City Attorney at a later <br />date. The later, Section 1007.24, will allow the city to cause <br />repairs or demolition to be done in extreme cases where the <br />landlord refuses. The work done by the city then can be <br />assessed and a lien placed on the property. This would be the <br />ultimate solution, if all else fails. <br />11. Timin <br />A. August-September/95, notification to apartment owners of <br />city's intent to start a rental housing inspection program <br />and meetings with them to gain input. Staff feels that it <br />is important to get input from the apartment owners prior <br />to the ordinance being passed so it does not appear that <br />their issues are not being considered. <br />• D.
