This was one of the motions that was <br />approved with the Comparable Worth Plan. <br />The Comparable Worth Committee, Lori, Sandy, Phil, and Tom, and I have met twice to <br />discuss how the city should approach initiating a performance evaluation system. At the <br />second meeting we invited the personnel employee from the League of Minnesota Cities <br />to meet with us and explain their services. League representative, Kay McAloney, is the <br />former personnel director for the City of Ramsey and has worked with a number of <br />communities in developing performance evaluation systems. Attached for your review is <br />the proposal from the League of Minnesota Cities to develop an Elk River performance <br />evaluation system. <br />• It should be noted that any performance evaluation system is dependent upon good job <br />descriptions. The City of Elk River job descriptions need to be updated in order to be in <br />compliance with the ADA law. In review of the attached proposal, we believe that the <br />estimate for the job descriptions is high and that the estimate on performance evaluation <br />is low. Everything will be billed out on an hourly basis so the city will only be charged <br />for services that we receive. It is believed that we can get our city job descriptions <br />updated and get a performance evaluation system implemented for about $5,000. Some <br />of these expenses would have to be incorporated into the 1996 budget, but we have one <br />third of this amount already in the 1995 budget. This is the requested amount up front if <br />the proposal is accepted. Staff has not looked at any other consultants to provide these <br />services to the city, but we do not believe we could find better service or quality work at a <br />better price than what is offered from the League. <br />If this proposal is accepted, we would need to work with Kay on the job descriptions first <br />and then work on the performance evaluation system. Our goal is to get through both <br />processes within a year and conduct our first round of written employee performance <br />evaluations in the fall of 1996. We prefer one system for all City employees but we still <br />need to discuss and review the plan with the Police Sergeants who do written evaluations <br />on the Police Officers (union). <br />• Recommendation <br />Staff recommends that the attached proposal from the League of Minnesota Cities is <br />accepted. <br />13065 Orono Parkway • P.O.
