Ach, City Planner-,~~ <br />DATE: July 17, 1995 <br />SUBJECT: Setbacks for Lumber Yards from <br />Schools and Churches <br />Background <br />Last month an ordinance amendment was presented to the City Council <br />relating to lumber yards as a conditional use in the C3 zoning districts. One <br />concern of the City Council, related to the possibility of a new lumber yard <br />being constructed with its storage yard adjacent to public or institutional (ie. <br />school, church) use. The City Council approved the proposed ordinance <br />amendment, and asked the Planning Commision to review the possible need <br />for additional setback requirements for lumber yards when adjacent to <br />schools and churches. <br />• Planning Commision Recommendations <br />The Planning Commision discussed this issue at their June 20, 1995, <br />Workshop, and presented their recommendations to staff at the June 27, <br />1995, Regular Meeting. Basically, the Planning Commision felt that the <br />Conditional Use Permit process would provide the opportunity for the <br />Planning Commision and City Council to consider each development <br />proposal, and determine the appropriate setbacks based on the use and its <br />impact on adjacent uses. Increased setbacks with extensive landscaping <br />and/or screening (fence) may be necessary when lumber yards or any outdoor <br />storage area is located next to churches, schools, or single family <br />developments. <br />In summary, the Planning Commision concurred with the City Council, that <br />increased setbacks for lumber yards may be necessary. However, it was the <br />concensus of the Commision to utilize the seven criteria for granting a <br />Conditional Use Permit to address the impacts of lumber yards on adjacent <br />land uses. <br />• <br />S: Council\LY-Setbacks <br />13065 Orono Parkway • P.O.
