LIMITED OF ELK RIVER
Dear Mr. Klaers:
P 02
This letter is in response to the letter from Gary Santwire at R.E.P. Limited of I;lk River,
with respect to the Elk Hills Drive/Dodge Avenue intersection. Mr. Santwire made three
paints in his letter. I will try to respond as best I can to all three of these paints:
1. The design is proceeding with the four legged intersection. In fact, the plans are
~'`"` ENGINEi:R~Nrs complete and will be presented to the Council Monday evening far consideration
'R°Nr~`N?Ai of authorization to bid the project. At the same time, we have mailed a
'NK~PAL questionnaire t0 the residents of Elk Hills Addition to see if there is any interest in
°~'"~'~"~ the cul-de-lacing of EIk Hi11s Drive. At this point, twenty-one of thirty residents
so~a~wAsse have responded. Seventeen of those responded negatively to the cui-de-lacing of
5FRUC1URAl Elk Hills Drive.
SURJEYiN6
seA~F~ 2. The plans that: we have prepared have been based on the option which shows Dodge
TRANSPCIR]RTIdN Avenue in the middle alignment. Mr. Santwire indicates, this is his preferred
EIECTRx:At/MECHANI~i alternative if this must be the option.
ENG~NEt:R1rJv:
M1Ac 3. a. I cannot respond to the property south of Elk Hills Drive not being assessed.
Pcv~Ee aisre~sus~oN This is a Council decision; however, you and I have discussEd that in
SCACA exchange for cooperation on acquiring the easements no assessments would
srssert ca~savis be levied.
b. Is just a statement from Mr. Santwire stating that no monetary compensatipn
will be required for the necessary easements, provided they are properly
graded and disturbed areas sodded.
Ofi~ICES !N:
M!P~NEAPO!.IS
PRIOR IAKE
ST. At this point, we have not
contacted Mr. Santwire to have him personally intervene on the City's
behalf, because the plans have not been authorized to proceed to bidding.
Once they proceed to bidding, we will contact Mr. Santwire and ask him to
begin negotiations an the City's behalf.
