Box 490 <br />Elk River, MN 55330 <br />RE: ELK H1ZLS DRIVE/DODGE IMPROVEMENTS <br />Dear Mr. Klaers: ' <br />Now that the Developers of Outlot A, Deerfield Third Addition have indicated in writing <br />their desire to have the intersection of Elk Hills Drive and Dodge improved along with <br />Dodge Street north to 159th, and have also indicated their willingness to escrow for the cost <br />of plans and specifications and accept assessments against their property in the amount of <br />$145,000, it would be appropriate for the City Council to make a final determination on <br />CIVIL ENGINEERING the intersection wnfiguration. As you recall, the last time the City Council considered this <br />ENwaoNMENTAL item, they delayed a decision on the intersection configuration pending either a petition <br />MuwcIPAL from the property owners to the south or an indication of a development moving forward <br />~`"""ING on Outlot A. <br />SOLID WASTE <br />srRLxTORAL The feasibility study for these improvements outlined two options for the improvement of <br />SURVEYING the Elk Hills Drive/Dodge intersection. The first one referred to on Figure 8 in the <br />TRAFFIC feasibility study was the curved alternative, and the second one shown on Exhibit 8-a in the <br />TRANSVORTnnaa feasibility study was a 4-legged intersection. The City Council has discussed the pros and <br />cons of both of these alternatives on several occasions, most recently at the April 3rd City <br />ELECFRICAL/MECHANICAL <br />ENGINEERING: COU11C11 meeting. It appeared that there was a consensus of the City Council leaning <br />HYAC toward the 4-legged intersection. Attached for consideration by you and the City Council <br />EOwER DISTRI6unoN are two larger scale drawings showing more detail of both of these alternatives. <br />SCAOA <br />srsrEMcoNreoLS Since the preparation of the feasibility study, we have had an opportunity to review these <br />in greater detail. You will note that the 4-legged intersection has now been shown moved <br />slightly farther to the east. This allows for greater stacking between TH 169 and Dodge. <br />It also provides for a more defined lane for eastbound Elk Hills Drive traffic wanting to <br />turn left to northbound Dodge. Based on all of our previous discussions with the City <br />Council and the information obtained from the public at the informational hearings and City <br />Council meetings, I would recommend that the City Council pursue the 4-legged <br />intersection alternative. As I've indicated before, neither of these two options are a perfect <br />solution to the traffic problems now and projected for the intersection of Elk Hills Drive <br />PPICESIN: and Dodge. I believe the 4-legged intersection provides for the best solution, given the <br />MINNEAPOLIS constraints of the physical parameters in the area. <br />PRIOR LAKE <br />ST.
