r ~~ <br />c <br />City of ~~ <br />ilk River <br />**ITEM NO. 5.2** <br />MEMORANDUM <br />TO: Mayor and City Council <br />FROM: Sandra Thackeray, City Clerk <br />DATE: June 5, 1995 <br />SUBJECT: Update on 1994 Camp Confidence <br />Lawful Purpose Expenditures <br />INTRODUCTION <br />As the Council is aware, Confidence Learning Center ceased its charitable <br />gambling operation (pull-tabs) at Broadway Bar and Pizza in October of <br />1994. Camp Confidence left the site owing the City's trade area 75% of its <br />lawful purpose expenditures for 1994, totaling $24,093. <br />• BACHGROUND <br />Colleen Barnes, Assistant Gambling Manager, and Jeff Olson, Executive <br />Director, from Confidence Learning Center, Brainerd, Minnesota, visited <br />City Hall on Wednesday, May 31, 1995. The purpose of this visit was to <br />explain the past and current situation at Confidence Learning Center. <br />To briefly update the Council, Confidence Learning Center has underwent <br />some significant changes in its organization. The organization has recently <br />hired Jeff Olson as the Executive Director. Jeff Olson has indicated that it is <br />his intention to honor the debts owned to the City of Elk River from the pull <br />tab operation at Broadway Bar and Pizza in 1994. <br />Confidence Learning Center plans to repay its debt to the City by allowing <br />resident's of the city's trade area to attend Confidence Learning Center Day <br />Camp. Many of the residents attending the day camps are students from the <br />Elk River School District. Enclosed is a copy of a letter to Confidence <br />Learning Center from School Social Worker Joyce Danforth indicating the <br />school's appreciation to Confidence Learning Center for its contribution of <br />$750 to buss and supply food for students attending Confidence Learning <br />Center. <br /> <br />13065 Orono Parkway • P.O.
