Box 490 <br />Elk River, MN 55330 <br />RE: VIDEO UPDATE SITE PLAN REVIEW <br />Dear Mr. Ach: <br />As you requested, we have reviewed the site plan submittal information for the proposed <br />Video Update facility in the Elk Park Center. Based on our review, we would offer the <br />following comments. <br />1. The grading of the site indicates that all surface drainage would be conveyed <br />directly onto Freeport Avenue. This is not an acceptable situation. Catchbasins <br />should be constructed internal to the site with all surface drainage picked up prior <br />to discharge onto Freeport Avenue. The grades at the driveway should be adjusted <br />slightly to create a high point such that overland flow from the site onto Freeport <br />is eliminated. <br />2. The Fire Chief has reviewed the spacing of the fire hydrants on Freeport Avenue <br />and indicates that these are adequate to provide fire protection to the proposed <br />facility. <br />3. The trash receptacle area located just off the southeast corner of the building will <br />be very difficult for a lazge garbage truck to access. We would recommend that this <br />location be reconsidered and designed in such a way that access is much easier. <br />4. The grading on the south side of the building indicates a swale for overland flow <br />towazd the west at a 0.66% grade. We would recommend that this Swale be graded <br />to a minimum of 1% to ensure adequate drainage from this area. Drainage along <br />the south side of the building also needs to consider the north side of the lot <br />adjacent to Video Update. There is no information provided on the grading plan <br />relative to drainage in this azea. This needs to be added and considered in the <br />overall drainage of the two areas. Perhaps a Swale located along the lot line <br />between the two would be a reasonable solution to drainage in this entire area. <br />WASECA <br />
