The detail provided shows the <br />debits and credits that flow through this expense category for both years. The debits are <br />the expenses posted and include the various rebates, as well as administration of the <br />various programs through the consultant fees. The credits are the reimbursements posted <br />that we receive from Great River Energy (GRE) for the qualifying rebates we paid out. <br />We are reimbursed a portion for the residential appliance rebates, and 100% for the <br />commercial rebates. <br />The timeline shows the Net Year-To-Date (Net YTD) number on the bottom line for each <br />year. Looking at this line you can see that our expenses paid out have been greater in <br />2009. We have $69,124.70 that has not been reimbursed for commercial rebates paid out <br />March through October (detail is also provided for this) and it skews the numbers. For <br />September, we have set this amount up as a receivable to remove the skew. <br />
