ITEM 7.9. <br /> <br />.ty of <br /> <br /> TO: <br />iver <br /> <br />MEMORANDUM <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />MAYOR AND CITY COUNCIL <br /> <br />STEPHEN ROHLF, BUILDING AND <br />ZONING ADMINISTRATOR <br /> <br />DECEMBER 16, 1996 ~ <br />BEAVER CONTROL <br /> <br />Beaver numbers increased dramatically in Elk River over the last few years. <br />The price for their hides was very low and no one was trapping them. The <br />price for beaver hides is now about $15 to $20 depending on the hide. This <br />amount is enough to find people to trap them. <br /> <br />The problem of controlling beaver still remains, however, when they are out <br />of season. They can still be trapped with DNR permission, but the hides can <br />not be sold. Sherburne County pays for beaver control in county ditches in <br />the off season. <br /> <br />There are drainage systems in Elk River (i.e. abandoned Judicial Ditch #1) <br />that, although they are not under any official control, are as important to <br />drainage in the City as are county ditches. Staff recommends the Council <br />consider the following policy regarding beaver control: <br /> <br />· In a county ditch the City request that the County control beaver as <br /> needed. <br /> <br />In other drainage areas during the legal season, the City contacts people <br />willing to trap beaver, when requested by a property owner. <br /> <br />When beaver are out of season, the City coordinate between the property <br />owner affected, the DNR and a trapper. Further, the City pays a bounty <br />of $20 per beaver with the front feet being proof of capture. <br /> <br />13065 Orono Parkway · P.O.
