To do this, they have requested a zone change; an 8-unit apartment building is a permitted <br />use in the R 4 zoning district. <br />Applicable Regulations <br />Ke--, oiia-~ <br />In revieaving a proposed amendment, consideration shall be give~a to existing conditions zvithin the area directly and <br />indirectly affected by the proposal, tl~e conservation ofproperty values, the use to avhich the property affected is being <br />devoted at the time, and relevant provisions, if aTy, in the land use plan. <br />The land use plan governs zoning in the City of Elk River. The zoning must be consistent with the <br />land use plan.
