_ty of <br /> <br />ITEM 10. <br /> <br />iver TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />MEMORANDUM <br /> <br /> Mayor and City Council <br /> <br /> Steven Ach, City Planner~/__ <br /> December 2, 1996 <br /> <br /> Presentation of Concept Plan for <br /> East Elk River <br /> <br />Several months ago, the City Council directed Terry Maurer to begin looking <br />at the eastern area of Elk River to identify possible corridors where trunk <br />sewer and water could be extended to serve that area of the city. As Terry <br />began exploring these corridors, the issue of transportation and land use <br />pattern came up. Therefore, staff has taken this exercise a few steps further <br />than originally planned to basically look at possible major "infrastructure" <br />improvements in the eastern area. By identifying utility corridors and <br />possible transportation routes, a more accurate assessment can be made on <br />appropriate land uses in the eastern area. This has become critical in terms <br />of looking for additional industrial, as well as a variety of housing <br />opportunities. Ultimately, this planning effort could be expanded to include <br />an examination of the park needs in this area and where those might occur. <br /> <br />Terry Maurer and I will be at the meeting Monday night to make a <br />presentation. Various maps have been prepared of the eastern urban service <br />area and an explanation of the issues will be discussed in terms of utility <br />corridors, transportation routes and land use issues. It is my understanding <br />the developers of the Waddy Schulz property may also be in attendance <br />Monday night to observe and listen to the Council's discussion on this area. <br />Their interest is to collect a better understanding of the Council's plan to <br />proceed with utilities extending east, as well as the land use and <br />transportation pattern. A meeting is tentatively scheduled for the developers <br />to come before the City Council at 5 p.m. December 16th (before the regular <br />Council meeting) to present their development plans and receive some <br />prehminary comments from the Council. <br /> <br />In closing, f the Council has any questions prior to Monday night's meeting, <br />please feel free to contact me at 441-4902 and I will be happy to provide any <br />additional information or answer questions that you may have. <br /> <br /> s:\council\eastern, doc <br />13065 Orono Parkway · P.O.
