City Administrator/ <br /> <br /> Finance Director <br />DATE: December 2, 1996 <br /> <br />SUBJECT: Special Assessment Issues <br /> <br />Country Crossing Third Addition <br /> <br />There are two special assessments on the parcel which has been platted as <br />Country Crossing Third Addition. The Council is required to approve the <br />reapportionment of the 1981 Sewer Interceptor and the 1994 Western Area <br />Phase II special assessments from the original parcel 75-005-2200 to Outlots <br />A and B and remaining 46 lots in Country Crossing Third Addition. <br /> <br />Joplin/185th Improvements <br /> <br />On October 21 the Council approved a resolution adopting the final <br />assessment roll for these improvements. Since that time one of the property <br />owners has requested that the interest start date be delayed due fact that the <br />project will not be substantially complete by year end; this fact was not <br />known at the time the roll was prepared. The current interest start date is <br />December 1, 1996. Staff has agreed to present to the Council a delayed <br />interest start date of March 1, 1997, but not to a later date as requested by <br />the property owner because the City has already spent approximately <br />$300,000 of the project cost. If the Council agrees with changing the interest <br />start date, the attached resolution should be adopted. <br /> <br />Action Requested <br /> <br />The Council is asked to adopt a motion approving the Country Crossing Third <br />special assessment reapportionment. Additionally, the Council is asked to <br />consider the resolution changing the interest start date for the Joplin/185th <br />Improvements. <br /> <br />13065 Orono Parkway · P.O.
