Conditional Use Permit and Solid Wasfie Facility <br />Narrative <br />1. Application equirements Nat effected y Requested <br />~1m~n ~ment <br />Great River Energy OGRE} is requesting the City's approval to cofiretlre-derived fuel <br />s;TDF},wood and wood wastes along with refuse-derived fuel RDF). GRE is not <br />currently proposing to construct any additional facilities to accommodate the alternative <br />fuels. Furthermore, we believe that the general public will perceive little or no differences <br />in the operation when we are cofiring the alternative fuel. Accordingly, many aspects of <br />the Conditional Use Permit application requirements are not applicable because there <br />will be no change from the current conditions. The campus consists of office buildings, warehouses, <br />transmission substations, the Elk River Station HERS} a waste to energy plant, and the <br />Elk River Peaking Station. Under State law, the peaking station is exempt from local <br />conditional use permits and so it is not covered by the existing conditional use permit. <br />Elk River Station is an electric power generating station burning RDF, The RDF burned <br />at this facility is currently produced from municipal solid waste under contract with <br />Resource Recovery Technologies, LLC ~RRT} in Elk River.
