RRT currently provides the RDF to the GRE's Ells River Station. Currently, <br />there is a short supply of municipal solid waste, which results in higher operational costs..Allowing <br />GRE to burn the alternative fuels will Delp reduce the operating costs, <br />GRE conducted test bums of TDF earlier dais year. The City's En~rironmental Consultant, Jol~.n <br />.. <br />Lichter and T have reviewed the test results. The emissions tests did not reach any of tl~e permitted <br />limits. As indicated in John's letter: dated October ~, 2009 there is no technical reason to deny the <br />CUP since GRE uses state~of-the-art controls and emissions monitoring devices. <br />The existing Minnesota Pollutio~a. Contt~ol Agency ~MPCA~ air em.i.ssions permit for GRE does allow <br />TDF to be used at a rate not to exceed 200 tons per day ~tpd} in any 24~hour period and i0o tpd on <br />a 30-day rolling average, However, the MPCA air emissions permit does not allow tla.e Ells Ri~Ter <br />Station to burn wood or wood waste. Staff recommends t1~.at GRE be allowed to burn wood and <br />wood waste excluding treated or painted wood, if approval is gLanted from the Minnesota Pollution <br />Control .Agency ~PCA~.
