CURRENT <br />• Work continues on the Minnesota Route Permit application <br />with a December 2009 target submission date. The CPCN <br />will be filed with the PSCW in summer 2010. <br />Regulatory <br />• Applicants submitted a compliance filing to the MN PUC <br />September 9, as ordered in the August 10 final written order <br />in the 345-kV Certificate of Need (CN) proceeding. It <br />contained the following: <br />- A projected estimate of capacity enabled by the <br />Brookings County-Hampton line when in service. <br />- Expectations ofrenewable energy generation needs <br />by Brookings County-Hampton owners at the line's <br />expected in-service. <br />- the engagement of the utilities working with stakehold- <br />ers to find a solution to the Brookings County-Hampton <br />cost allocation issue. <br />• The regulatory team is reviewing appeals of the MN PUC <br />decision, which were filed September 10 by two intervenors <br />- NoCapX and Citizens Energy Task Force - in the CN <br />proceedings. <br />• Options for a cost allocation proposal to the Group 5 genera- <br />tors and regulators are being developed and evaluated as a <br />means to drive toward stakeholder resolution. <br />legislative <br />• CapX2020 presented at the September 8 Legislative Energy <br />Commission hearing in St. Paul, focusing on transmission <br />planning and polity and Brookings County-Hampton <br />project cost allocation. <br />Agreements Team <br />• Basic forms of the templates for the project participation, <br />construction management, and operation and maintenance <br />agreements are expected to be complete by the end of <br />October. <br />• The transmission capacity exchange agreement is complete, <br />subject to discussions with MISO and FERC (expected <br />during fourth quarter). <br />Project management office <br />• Bemidji-Grand Rapids project detailed engineering propos- <br />als were received September 2.
