Call Meeting To Order <br />Pursuant to due call and notice thereof, the joint meeting was called to order at 7:0o p.m. by <br />the Council, the Economic Development Authority VEDA}, and the Planning Commission, <br />2. Focused Area Stud Phase II <br />Bruce Chamberlain, Hoisington I~.oegler Group, xnc,, gave an introduction of the phase ZI <br />study explaining why the study was being undertaken and addressing Highway 1o access <br />issues. Mr. Chamberlain went through a PowerPoint presentation, then outlined four <br />different transportation scenarios in detail and took comments and questions from the <br />EDA, Planning Commission, Council, and the public in attendance. <br />There was discussion about MnDaT's plans to mill and overlay east Highway 10 in 2013 <br />and the impact that will have on existing businesses due to the median closures included in <br />the plan, <br />In order to complete the study, Mr. Chamberlain indicated that there were several items that <br />needed to be defined, The first being should the study proceed assuming an interchange will <br />eventually happen. After discussion it was agreed that the study should proceed assuming <br />that there will eventually be an interchange within the study area, <br />Mx. Chamberlain discussed the boundaries of the study area indicating that tlae east, west, <br />and north boundaries were set by the highways and the river but the south boundary had <br />not been defined, He questioned how far south that line should go. It was agreed that the <br />southern border would be a line starting at the intersection of 1G5th Avenue and Highway 10 <br />and proceeding along the tree line diagonally to the Mississippi River, <br />Mr. Chamberlain questioned the timeframe t11at should be used for the study, It was agreed <br />that tlae study should cover a ~o year timeframe. <br />
