Attached is the expense budget for commission review. <br />During the development of this years budget there has been much discussion about ways to <br />improve the process. Management has also discussed our process with City staff to learn of <br />methods and improvement made to the City's budgeting process over the years. In general, there <br />are changes that could be made to improve the process and readability of the final budget. Staff <br />will be working to implement only some of these changes this year. This progression will <br />continue in years to come. The goal will be to create a process that involves all management <br />helping to promote ownership of departmental budgeting goals. Staff believes this concept will <br />result in well communicated budget limitations and on-going awareness of utility finances. Also, <br />staff will be moving towards changing the formatting of the budget. The goal will be to provide <br />a simple and clean presentation clearly identifying areas in need of commission attention. <br />Through this development, staff welcomes comments from the commission. <br />
