ver <br />MEMORANDUM <br />TO: Mayor and City Council <br />FROM: Terry Maurer, Public Works Director <br />DATE: October 12, 2009 <br />SUBJECT: Program Facility (Old Liquor Store) Building Site <br />With additional space available in the city such as the use of the YMCA, the city's Recreation <br />Division no longer utilizes the program facility at the corner of TH 169 and Main Street for <br />organized functions. They did for a while use the building for storage of material, but all of <br />that has been removed as well, so there is no current use of the building, active or passive. <br />As such, staff has been discussing the potential long term uses of the building and/or of the <br />site. <br />The first option that was discussed was a potential short-term lease arrangement with a <br />private business. The concern with this option would be the amount of investment in the <br />building the city would need to make to provide a rentable space. The front doors need to <br />be replaced if the building is to be used for public purpose. Gary Lore, Building <br />Maintenance Division Manager, had received an estimate in the past of $7,000 - $10,000 to <br />replace the front doors. It is unknown at this time the amount of items that would need to <br />be brought up to code regarding the building and/or accessibility, should the option be to <br />rent the space. Finally, from a building upkeep standpoint, Gary Lore reports that the <br />heating and cooling units are relatively old and could need to be replaced at any time. <br />The second option that staff has explored is removing the building and finding a suitable <br />interim use for the property, assuming the city would retain ownership, since some day in <br />the future that property falls within the footprint of an interchange along the TH 169 <br />corridor. The first step in building removal would be to do an asbestos survey of the <br />building to determine what, if any, environmentally harmful items needed to be removed <br />before the building is demolished. This survey is anticipated to cost approximately $1,000. <br />It is not anticipated, given the age of the building, that there will be significant asbestos or <br />other environmental concerns; however, there is likely to be some light switches and light <br />ballasts will need to be removed prior to demolition. The cost of that removal will not be <br />known until a survey is complete and the extent of removals known. <br />
