Box 490 <br />Elk River, MN 55330 <br /> <br />RE: LOWELL AVENUE FEASIBILITY STUDY <br /> <br />Dear Council Members: <br /> <br />Attached is a copy of the Lowell Avenue street improvement feasibility study. As you will <br />recall, we had originally attempted to get the Lowell Avenue improvements added to the <br />171st Avenue project which is currently under construction. Due to concerns about timing <br />from Beaudry Oil, we were unable to do that. Therefore, the City Council ordered a <br />feasibility study and authorized the preparation of plans and specifications, anticipating <br />construction in the spring of 1997. <br /> <br />The attached feasibility study details the proposed improvements to Lowell Avenue between <br />Main Street and Trunk Highway 10. The estimated cost of the project is $76,800. Based <br />on the City's assessment policy of assessing $38 per front foot, it is anticipated that <br />approximately 40% will be assessed to the abutting four properties. The remaining 60% <br />would be funded by the City. <br /> <br />Attached is a draft Resolution for the City Council's consideration. This Resolution <br />accepts the feasibility study and orders the public hearing. The tentative schedule indicates <br />that the public hearing could be held on December 16, 1996, at which time the plans and <br />specifications could be officially ordered, approved, and authorization for the advertisement <br />for bids given.
