Once the two hearings are closed, it would be <br />appropriate for the City Council to consider the attached three resolutions. The first resolution <br />orders the improvement; the second resolution adopts the assessment roll; and the third <br />resolution awards the contract. <br />Background/Discussion <br />Windsor Meadows, which is located in the northwest part of the city and shown on the attached <br />exhibit, is a rural cluster development that has never been fully completed by its developer. <br />Therefore, the City Council initiated a public improvement project to complete the final lift of <br />bituminous surfacing and other ancillary items, assessing the cost to the 23 buildable lots out of <br />the 33 total lots still owned by the developer/finance company. I will be prepared with a brief <br />presentation of the proposed improvements, after which I will be available to answer questions <br />from the City Council and/or public. <br />At the close of the public hearing/assessment hearing, the City Council is asked to consider three <br />resolutions: The first resolution orders the improvement. This resolution requires a 4/5 vote of <br />the City Council to adopt since this is acity-initiated project. The second resolution adopts the <br />final assessment roll, a copy of which is attached. You will note that the final assessment roll <br />includes assessments against Outlots A, B, C and D. These are in error and prior to adopting the <br />assessment roll, these should be removed from the roll. This would leave 231ots owned by <br />Lakeland Construction Finance LLC as the assessed units for the proposed improvements. The <br />final resolution awards the contract. Because the project is under $100,000, State Statute allows <br />for the solicitation of quotes. Three quotes have been received. They are as follows: <br />Rum River Contracting Company $59,599.05 <br />Oman Brothers Paving Inc. 66,388.80 <br />Harddrives, Inc. 71,890.30 <br />Rum River Contracting Company has previously successfully completed similar projects within <br />the city and is currently completing the Morton/Norfolk Improvement and the Great Northern <br />Trail Improvement. Therefore, we would recommend award to them as the lowest quoting <br />contractor. <br />
