REQUEST FOR ACTION <br />To Item Number <br />Ci Council 7.1. <br />Agenda Section Meeting Date Prepared by <br />Administration September 21, 2009 Lauren Wipper, Human Resource <br /> Re resentative <br />Item Description Reviewed by <br />Approve Agent of Record for Health and Dental Insurance Lori ohnson, Ci Administrator <br />Plans Reviewed by <br />Action Requested <br />Approve appointing a new Agent of Record for the City's health and dental insurance plans. <br />Background/Discussion <br />Per Council direction, staff requested bids for Agent of Record for the City's employee benefits plans. In <br />response to the request, the City received proposals from ten brokers interested in handling the City's <br />health and dental plans. We narrowed that group to four brokers which Lori Johnson and I met with <br />over the past few days. We are in the process of checking references on two brokers. Because our plans <br />renew on January 1, we are requesting approval by Council on September 21 however; we were unable to <br />get all of the reference checks completed in time for the packet. We will be prepared with a <br />recommendation by Monday and the recommended broker will be ready to proceed with 2010 renewal <br />immediately following approval by Council. <br />The brokers we interviewed provide many more services than our current broker and all at significantly <br />lower costs. Some of the additional services include claims analysis to help lower health care costs, <br />compliance assistance, wellness program support, legal updates, review of plan documents, on-line tools <br />for human resource staff and employee communications. <br />As well, we requested proposals from brokers interested in handling our life and long and short-term <br />disability plans. We recommend that the City stay with the current brokers; First National Insurance <br />Agency for our life insurance and Ochs Inc. for disability. We have been receiving good service and rates <br />from these brokers and find there is no benefit to change at this time. <br />We will be at the meeting Monday to present our recommendation for health and dental broker and <br />answer any questions from the Council. <br />Action Motion by Second by Vote <br />FOllow Up <br />
