The City Council is also concerned about the potential environmental impacts <br />related to tl~e operation of an expanded landfill over the next 2D gears and the potential <br />environmental impacts (elated to a significantly expanded landfill footprint fallowing closure of tlae <br />landfill, The City Council recognizes that tl~e Minnesota Pollution Control .Agency has completed <br />an En~rironmental ~~npact Statement on the proposed expansion of the Landfiill, but notes that there <br />ale environmental impacts and risl~s inherent in this land use which cannot be mitigated other than <br />by limiting the expansion of the Landfill. <br />32. The City Council has reviewed and carefully considered, along with all other <br />materials submitted by ~RL, the Voith Report. As set forth above, the Council recognizes the <br />potential for soiree positive economic ii~npacts related to the Landfill, However, the council f~a.ds <br />that. <br />~ The Voith Report overstates the potential positive economic impacts of the Landfill, <br />for the reasons set forth in the September $, 2009 Memorandum from the City <br />Admiiv.strator, which are itlcorporated in these Findings of Fact; <br />~ The potential fat positive economic impacts is only one of many criteria and <br />considerations to be weighed in ~nal~ing a decision to amend the Cit~T's <br />Comprehensive Plan; and <br />® The City Council does not agree that a present value economic analysis of any <br />proposed use should be a determining factor in ~nal~ing a land use decision. <br />33. The City Council has considered and appreciates the efforts of ~RL to ~~.tigate the <br />negative impacts of a landfill expansion, particularly on the .~nportant Highway ~~9~221~t Avenue <br />interchange, by reducing the size of the proposed expansio~a in the reprised proposal and by mal~.ng <br />an additional ZO acres of land available for potential development at the interchange, However, the <br />S.1R~501L1~101151R~50~l~ic~11_Den}7in~A~~licatioil_Fa~_Comp_I'Ian~Alnel~d_a~~d_Rezolling 2.DOC <br />
